Education

Lawyer graduated from the University of the State of Michoacan, Master’s Degree in Taxation Law and Administrative Law from The Mexican Bar, Specialization in Foreign Trade from the Virtual University of the Tax Administration Service, Specialization in Foreign Language Teaching from the Panamerican University, Degree in Tax Law from the Autonomous Technological Institute of Mexico (ITAM) and Interpreter-Translator (English-French-Spanish); with more that 12-year experience in the Mexican Federal Government in the field of audit. He is currently the Chief Executive Officer at Mexican Institute for Tax and Customs Training in Mexico.

The work experience of Mr. de la Cruz has been centered on audits and foreign trade, mainly in the fields of planning and programming such audits. His vast experience also covers the execution and issuance of orders and legal support, as well as the analysis of irregularities in foreign trade transactions and responsibilities related to on-site audits, audits, inspections, monitoring actions, verifications and origin verifications.

Some of his achievements include

  • Design and implementation of a Certification of Competences in Foreign Trade Program.
  • Design and implementation of the Training Program for Foreign Trade Official Auditors.
  • Participation in the design of the SAT Specializations Capacity Building Program.
  • Registered instructor of the Secretariat for Central American Economic Integration (SIECA)
  • Certified instructor of the Tax Administration Service in the field of audits; he has participated in at least 15 conferences through SAT Television (TV on line), regarding foreign trade subjects.

  • Speaker at the NAFTA Customs and Broker Seminar, which headquarters are located in Cleveland, Ohio.
  • Representative of Mexico on the World Customs Organization Conference on Origin, Brussels, Belgium.
  • Representative of Mexico in the Technical Committee on Rules of Origin, Brussels, Belgium.
  • Speaker at the special session organized by “BRAUMILLER, Law Group, PLLC., International Trade Law” held in Dallas, Texas, US, on the subjects of Customs Regulations, IMMEX and NAFTA Article 303 & Recent Amendments to the Mexican Customs Legislation.
  • Speaker at the OPENING THE GLOBAL ECONOMY. Mexican and Canadian Customs Compliance Cross-Border Event, Windsor, Canada.
